Defence Planning Commission on the cards?

With a view of introducing a long term perspective in defence planning the Army has recently mooted the idea of establishing a defence planning commission. The idea was given a voice by none other than General VK Singh, COAS, recently. An establishment of this nature will ensure continuity in the modernization process which is hampered due to the yearly budget allocation system presently being followed. It will also open avenues for meeting mid course requirements during the course of a financial year which get mired in red tape under the prevailing system. The government has an imperative and urgent responsibility to give a boost to the defence procurement procedures in view of the very fragile and outdated equipment profile which marks our forces today. The critical situation has come about due to delays in procurement. Our outdated Artillery and Army Aviation are simply two cases in point
